To create this description for main page you can just enter some text in the editor for page. To create an excerpt text for each article you can use Excerpt field (it is useful especially if you are using some shortcode at the start of post and you don’t want to use more tag). This excerpt field is located below Custom Post Settings – if it is not visible by default, when you edit a post, go to the top and in Screen Options select Excerpt option. Then you can enter a description at the bottom in this field.
